This is the latest version of this cool application, PSP ISO Tool v.162. As I described  in the previous post about this app, this is a homebrew application that allows you to decrypt EBOOT.BIN, Convert ISOs to CSO, or even repack ISOs. This latest releases supported Tales of Phantasia Narikiri Dungeon X.
